The development of Environmental Law in British Columbia can best be described as glacial in its progression. On April 1, 1997, Part 4 of the Waste Management Act, R.S.B.C. 1996, c. 482 was proclaimed into force, nearly four years after it had been enacted by the legislature and after exhaustive consultation with industry stakeholders. After six years of attempting to come to terms with the complex, expensive nature of the Waste Management Act, the Government of British Columbia introduced Bill 57 a new and debatably improved replacement. The Environmental Management Act passed third reading on October 21, 2003, and received Royal Assent on October 23, 2003.
